Any project that involves working above ground level starts with the same decision: how are people actually going to get up there? For commercial and industrial buildings, that usually comes down to three options — scaffolding, an elevated work platform (EWP, commonly a cherry picker or boom lift), or rope access. Each does the job differently, and picking the wrong one is a common way for a straightforward maintenance job to blow out in cost, time, or disruption.
There’s no universal “best” method. The right choice depends on the duration of the work, the building’s geometry, site constraints, and how many trades need to be up there at once. Here’s how the three compare, and where each one actually makes sense.
Scaffolding: The Stable, Multi-Trade Option
Scaffolding builds a fixed structure against the building, giving multiple workers a continuous, weather-protected platform to work from for as long as the project needs.
Where scaffolding wins:
- Long-duration projects where several trades need simultaneous, ongoing access
- Work requiring heavy materials, tools, or equipment staged at height
- Projects where a continuous platform matters more than mobility — full re-clads, large-scale masonry or structural work
- Sites where weather protection (screens, roofing) needs to be part of the access structure itself
Where it falls short:
- Erection and dismantling take days, sometimes longer on complex façades, and most commercial hire agreements carry minimum rental periods regardless of how long the actual work takes
- It occupies ground space for the full duration, which usually means permits, footpath closures, and traffic management on urban sites
- It obstructs windows, entrances, and views for the length of the project, which matters for occupied buildings and street-facing retail
- Erecting scaffold for a short inspection or small repair is often disproportionately expensive relative to the work itself
Scaffolding remains the right call when a project genuinely needs sustained, simultaneous multi-trade access, but it’s frequently specified out of habit for work that doesn’t actually need it.
Rope Access: Fast, Flexible, and Built for Complex Geometry
Rope access uses trained technicians on dual-rope systems to reach and work directly on a façade, with no ground-based structure or platform required.
Where rope access wins:
- Short-duration work (inspections, targeted repairs, leak investigation, spot maintenance) that doesn’t justify a full scaffold or EWP mobilisation
- Buildings with complex geometry: setbacks, atriums, parapets, curved façades, or elevations that an EWP simply can’t reach
- Tight urban sites where ground footprint, traffic management, and public access are genuinely constrained
- Situations where minimal disruption matters — tenants, retail entrances, or public areas needing to stay fully operational during the work
Where it falls short:
- It isn’t suited to work requiring heavy materials, bulky equipment, or extended simultaneous access by multiple non-rope-access trades
- It depends on compliant, certified anchor points — if a building doesn’t already have them, anchor installation needs to be factored into the project
- Because each technician accesses individually rather than sharing a fixed platform, very large-scale, continuous work across an entire façade can sometimes suit scaffolding better on pure labour-hour terms
The main advantage rope access offers over both alternatives is speed of mobilisation and a minimal footprint. A technician can be set up and working within hours, with a working area as small as a couple of metres square, and no need for the permits or ground clearance an EWP or scaffold requires. Where they fall short:
- They need solid, level ground directly beneath or near the work area — car parks, courtyards, and building setbacks with soft or uneven ground can rule them out
- Reach is limited by both height and horizontal outreach, which becomes a real constraint on high-rise buildings or taller façades with balconies, awnings, or other obstructions between the ground and the work area
- Weight limits restrict what can be carried up, and manoeuvrability drops off fast on tight urban sites
- Hiring one still requires a trained, certified operator — EWP operator training is a WorkSafe-recognised requirement in New Zealand, generally refreshed every three years — plus transport, fuel, and often traffic management if the machine needs to sit on a public footpath or road
EWPs are a strong, cost-effective option when the job is simple and the ground allows it. They start to lose their advantage quickly on complex, multi-storey, or tightly constrained commercial sites.

Making the Call
The practical way to choose is to work backwards from the job, not the method. A full re-clad or multi-week repaint with several trades on-site simultaneously usually still calls for scaffolding. A one-off gutter clean or sign check with clear ground access is often an EWP job. Anything short-duration, high on a building, or awkward in shape is where rope access consistently outperforms both alternatives on cost and disruption.
Whichever method fits, the certification requirements aren’t optional extras. Workers must hold the relevant New Zealand qualification for the work, and it’s worth confirming that before a quote is accepted rather than after work has started.
